Why are my Lightmap shadows pitch black?

In my project, shadows are affected by ambient and sky lighting, but once I bake Lightmaps for the scene, the shadows turn pitch black.
I have tried both cone trace and ray trace with the same results.
Why does this happen and what is the solution?
