The camera 2d sticks to the limits, to try this simply set up a basic WASD-controlled camera then set the top and left limits to 0. If you try moving the camera near and along the edge the issue should show.

Godot version 3.4 but I've had this problem since 3.2

I'm not sure what you meant. Did you mean that you try to get the camera away from the limits but you're unable to do so? Like, you have these limits:
top: 0
left: 0
bottom: 999999999
righ: 999999999

And you try to get to the right or bottom, but the camera just sticks to the top and left limit? I'm have never encountered such behavior.
