Like in Fire Emblem on the 3DS where you have 2D characters and a 3D battlefield.
How do I do that?

Like using Sprite3D?

Literally by just using Sprite3D, as "eons" commented, and turning on the "billboard" option - this will make the Sprite3D always face the active camera.
