I’m using Godot 3.3 RC8 and for some reason transform snap and pixel snap are gone? Are there any alternatives?

they moved it to a different place iirc, its not gone 
but it seems like they reworked it a bit:
see https://github.com/godotengine/godot/pull/46552 at least that’s what I found
Hmmm, I can only find the pixel snap option, not the transform snap option
