Make WorldEnvironment fog follow a specific node instead of the current camera?

I’d like to recreate the effect in this video, where the fog follows the character. Currently, in my 3D scene, I have a WorldEnvironment node set up with a black sky color and fog enabled with depth enabled, depth begin set to 5 and depth end set to 15. I can’t find any way to make the visible area not covered by the fog follow any other object than the current camera. Is it possible to change this at all?
