I had the idea to store my game on a usb device in order to edit it both on my home pc and when I am out, by using a laptop. Because Godot doesn’t use cloud storage, but instead they scan the entire device for a project, if I had a usb device plugged in and I opened godot would the game be shown in the launcher?

You must import your game from the usb device in Godot launcher. After importing, it will be possible to run the project from the launcher. If the flash drive is disconnected, then the imported project will be signed in the launcher that the file is lost, but when the computer sees the flash drive with the imported game, Godot will be able to open this project.

Also if you need to use Godot on different computers, then you can download the engine itself and place it on the flash drive or use the web version (and here is the documentation about it)
