How questions that are not written in English should be handled ?

I've seen a few questions in French or Spanish, and I didn't know what to do. There is no reference about languages in the README post, maybe it would be useful to mention somewhere what languages should or should not be used.
So far, I guess English exclusivity is just implied. Gaving downvote seems inappropriate and quite useless, what should users and admins do about non-English asked questions ?

There are non-English users too so I think they should translate such questions and answer them probably in that language and English too. Just a suggestion.
