Is it possible to save a file internally (as in, save data, etc.) inside of the res:// folder?
And if it does, will it work on the exported game?

Thanks in advance!

Nope, as all content is inside the packed file. Use "user://" for saving.
If you want to make the game moddable let the game search first in the user:// folder and if it's not there load standard res:// resource

It's just I want to save the game but I don't want anyone tampering with the files.

then you should have probably asked that! Take a look at this.
