I have a simple test project with two Light2Ds and one LightOccluder2D.
One of the Lights should bathe the area behind the occluder in total darkness and the other one should be able to light this area up (in red).
However, the second light was not visible.
I put both lights in their own CanvasLayer and now the second light is visible, most of the time.
But sometimes, without me changing anything, just closing and restarting the game, it's not visible.

Can anyone tell me what I'm doing wrong here? Or is this an issue of the engine and if so is there a workaround?
