Can i make my own Game Engine fromGodot Stable source code, just like Cocos2DX?

I want to make my own customized Godot engine based on Godot 3.2 instead of using the latest stable build, for various reasons, just like Cocos2Dx derived from Cocos2D…is that allowed? what do i need to keep in mind while doing that, legally speaking?
