Hi , am trying to change the ForceFps debug/settings/fps/force_fps
Using script.
I used

ProjectSettings.set_settings()

But that didn't apply the new settings to the game.
Is they are way to do it?

Project Settings are applied at load time.

If you want to change fps at runtime, use:
