The question pretty much says it. if a zip file doesn't come with a project.godot file, is there a way to open the project?

You could try creating the file manually. Just make a new project and save it, then go into that project folder to copy/paste it into the project you are missing it for. You may need to open it a text editor to change config/name, run/main_scene etc...

The main problem would be that you wouldn't have any of the project setting values like autoloads, gui, window size...

Yeah, I think your answer is the only option. I guess it's really important to have a project file. :)
