I have rcedit set, I have been able to set the icon to a blank white icon to start with. Every time I want to change it, it just goes back to that white icon instead of anything else.

I have fought with the same problem as well. I’ve noticed that windows likes to ‘save’ icons and a correctly exported game that should have a new icon doesn’t. But If I copied it to a new PC that hadn’t seen it before the new icon correctly displayed.
Never actually understood what makes it work robustly.
Most operating systems use a cache to speed up icon lookups. I’m not sure if there’s a definite way to clear it, but rebooting may solve the issue.
