How to setup C# in Godot 3.1 beta 3?

It says this on the download page:

You need to have Nuget and MSbuild installed to use the Mono build. However, this build no longer mandates a specific Mono SDK version; it comes bundled with Mono 5.18.

What does this mean? Do I need to download Mono still or just Nuget and MSbuild? If so then where do I put nuget.exe and msbuild.exe?
