I started to think to make my own game engine, but it is pretty hard and pointless to make one from nothing, so I wonder - can I use Godot Engine as a base for engine? Well, I can see that it is fully open source project, but I'm not sure. Or maybe I can rebrand Godot Engine by my own name and then use it in my projects, updating it from time to time. Question is, can I?

Yes. As godot is MIT licensed, you can do whatever you want with it. Even make your own software, and distribute it comercially and closed source under any other license you want. I think the only obligation is that you include a file with a notice to the license and copyright of godot.

Have in mind that not all Open Source license are such permisive as MIT.

You can read the license here.
