I not understand clearly.
Headless version is absolutly equal normal version of godot without editor? And server version is similar to headless but only contain these features that is necessary to can be working like a server instance?

As you may see in this command line tutorial https://docs.godotengine.org/en/3.0/getting_started/editor/command_line_tutorial.html#exporting it's a server version of godot. It runs without IDE. So, you may use it in some continuous integration process to execute tests, export project and so on. In normal way godot IDE starts.
