Godot C# Basic Error

What really need to use Godot C # without compiling from source? I have Mono (64-bit and GTK#) installed but when giving play, asks for the compilers msvc, is it really necessary to download these compilers? If yes, which versions are they?
Do I need to have MonoDevelop IDE installed too, like Unity, or is it just an option? I’m on Windows and the MD IDE does not have compiled binaries, and the one that has (old) uses Visual Studio (Xamarin).
