Is it possible to create an instance of Godot Engine as a module in another program?

What I'd like to do is use Godot Engine as a 3D renderer for a 3D model import/export program I'm working on. To this end I'd like to use GTK3 as a GUI, and so I'd like a way to initialize the engine from another program's main function, and then manipulate the scene.
