Godot update rate is capped to 60 times per second when going fullscreen

When I run a game in windowed mode, it updates 500-1500 times a second. As soon as I go into fullscreen mode, it updates only 60 times per second. Is there any way to stop this from happening.
Vsync is turned off, force fps to 0 for maximum fps and in nvidia setting, vsync is also turned completely off.
