Why cant does the VS 17 command promt not find the command scons vsproj=yes platform=windows?

I try to do the following steps:
http://www.gamefromscratch.com/post/2015/06/18/Godot-and-Visual-Studio.aspx

But the step scons vsproj=yes platform=windows doesnt work

It says that: "The command "scons" is wrong or couldn´t be found."

Do I have to add a feature to Visual studio 2017 or how do I fix this problem?
