Level of Detail with multiple Cameras instead of ranges

I am trying to make a project like Kerbal Space Program. I thought of having when you are on the planet, the first view chunks you’re in rendered procedurally, and in the background rendering the rest of the planet as one mesh but scaled down. But the problem is I can’t have multiple cameras on the same layer, and using a 2nd viewport doesnt work either, because only one of them gets rendered eventough i selected transparent background. So can anyone help me please?
