As the title say, Is there any way to refresh inspector so that the newly declared export variable will show up in the Inspector without reloading the scene or project?

Since the inspector does not seem to update real-time.

You can select another node, and re-select your node so that the inspector will query up to date properties.
I wonder if this UX improvement has been requested yet…

Thanks! It did work! I hope there would be a more efficient way to do this, even just a refresh button beside the magnifying glass and gear icon would do or a refresh in inspector automatically initiates everytime you switch tab between the script tab and 2d/3d scene tab.
