What is the difference between Convert to > Translatable Strings and the relational CSV translation?

I've been wondering and found little information about it.
If we already have the Translation importer option, for what other scenarios this option is good for? I thought it would be an automated way to grab all my object.tr(KEY) declarations on all my gdscript files, but that wasn't the case.
