Texture disloacated after importing from Blender / How to change frame rate?

I’ve made a blinking animation on an image in a 2D way in Blender.

It looked perfect in Blender, but after importing the glb file to Godot, the eyelid texture goes to a different place with the rotation and scale changed, making the blinking animation failed.
I noticed the whole armature is not right on top of the images as well

The rotation and scale are all normal in Blender so I don’t get why their values are changed in Godot.

Also the frame rate seems to be changed in Godot too so some animation had become off as well.
Is there a way to change the frame rate?
