Skeleton IK for 2D?

Does 2D have IK? In the editor it works fine, but once the project starts I can’t for example move the hand on an arm to the mouse and have the arm follow. I can’t find anything online or on the docs about adjusting IK while the project is running, besides ways to make custom IK. Is that the only way?
