How to scale a high-res portrait image in a low-res pixel art style game

Hi, I try to use high-res character portraits in a pixel art game. Just want to get some advise about how to do it properly.

Currently, I thinking about having different resolution portrait images, and ask the game to check the game resolution, if the game is using a high resolution then set the texture to a high-res image.

Else, I use a max-res image then down scaling the image with different game resolution.

It would be great if any one has some experience on this, any suggestion or advise are very welcome, thank you.
