Simply put no.

It is not possible for 3 Dimensional beings to observe the 4th Dimension if there even is one let alone develop for such a space.

If however you’ve made a grevious typing mistake and meant 3D. Then the answer changes to yes.
Godot is not only capable but also quite powerful
